I spent a chunk of last year watching partners at consulting firms burn weekends on proposals. Not writing the parts that mattered. Not the win themes, not the pricing call, not the strategy. They were doing the parts that should have been a junior's job: finding the right case study from three years ago, copy-pasting team bios, reformatting the document to match a 47-page procurement template from a state agency. The smart, expensive people were doing the dumbest work in the building.
When someone told me a mid-size firm responds to 80 to 150 RFPs a year at roughly 30 hours per proposal, I did the math out loud. At a blended rate of $250 an hour, that is $600K to $1.1M of partner time, and three out of four proposals lose. A lot of that time is not strategy. It is assembly.
So I started looking at what AI agents actually do to that workflow, versus what the vendors claim.
The part nobody likes to admit
Every firm has already tried to fix proposal pain. Template libraries. Proposal managers. Generic RFP software. Most of it gets abandoned because every RFP is different in ways templates cannot handle. A hospital system's digital transformation RFP wants different proof points than a PE operating partner's RFP, even if the scope of work reads almost identically on page one. Partners end up hand-crafting every response because they are the only people in the firm with enough context to know which past engagement actually matches this buyer.
That is the thing an AI agent changes. Not by replacing partner judgment, but by eliminating the 15 hours of assembly that surround it.
What the agent actually does
The workflow I have seen work looks roughly like this.
RFP ingestion. Drop a 90-page procurement document into the agent and it comes back in 5 minutes with a structured brief. Scope, evaluation criteria, submission format, page limits, every compliance question, every required attachment. No partner reading the RFP cover to cover just to find the real requirements buried on page 67.
Past-work matching. This is the part that surprised me. The agent searches the firm's full engagement history, case studies, and SOWs and ranks matches by industry, scope, scale, and recency. Instead of a partner trying to remember "did we do something like this for a client in 2023," three or four closest engagements surface automatically with the original SOWs attached. The matching is sharper than human recall because the agent does not forget the engagement the firm did in a different practice area four years ago.
First-draft assembly. Firm overview, team bios, relevant experience, compliance answers, references. All drafted against the firm's approved templates. These sections are 50 to 70 percent of the page count of a typical proposal and they are almost pure assembly work.
Pricing scaffold. The agent pulls comparable engagement pricing from historical data and builds a first-pass rate card and staffing plan. A partner still makes the pricing call, but they are editing a starting point instead of building from scratch.
Compliance pass. Before anything goes to the partner, the agent runs the draft against the RFP's formatting rules, page limits, and submission format. It flags what is missing.
By the time a partner picks up the draft, the strategy work is what is left. Win themes, methodology framing for this specific buyer, the pricing judgment call. The 30-hour proposal becomes 6 to 8 hours of real thinking. That is where the headline "2 hours" comes from. The actual hands-on-document time is closer to 2, even if the review arc takes longer.
The win-rate effect
Two things happen when proposals take 6 hours instead of 30.
First, firms bid on more opportunities. RFPs that previously were not worth the partner time become tractable. More at-bats at roughly the same close rate means more wins.
Second, win rates tick up 3 to 8 points because past-work matching is sharper. Better proof points produce better proposals.
A firm moving from 100 proposals a year at 25 percent win rate to 160 proposals at 30 percent win rate, with a $400K average engagement, adds roughly $5M in booked revenue. Partner hours saved are worth another $500K to $750K. That is the business case. It is not subtle.
The part people get wrong
Teams that fail with AI proposal agents usually make the same mistake. They treat the agent as a writing tool. It is not. It is an assembly and retrieval tool. The writing that matters, the parts that win, still needs a partner. If you expect the agent to generate a polished proposal end to end and you ship whatever it produces, you will lose the proposals that matter most. If you treat it as a very fast, very thorough junior associate who prepares the draft for partner review, it works.
The other failure mode is skipping the integration work. A proposal agent only helps if it reads from the firm's actual document management system (SharePoint, Box, iManage, NetDocuments), the actual CRM (Salesforce, HubSpot), and the actual finance system where past pricing lives. If the agent is disconnected from the firm's real data, it produces generic output that partners have to rewrite from scratch. Integration is the whole game.
Where this leaves consulting firms
Honestly, this feels like one of the cleaner AI-in-professional-services stories I have seen. The ROI math is straightforward, the workflow is well-defined, and the part that remains human (strategic framing, pricing judgment) is genuinely the part humans should be doing. It is the inverse of a lot of generative AI use cases where the agent does the interesting work and the human does the cleanup.

The right starting point for most firms is a single-agent pilot on one practice area's proposals before rolling out firm-wide. Two proposals, real ones, run in parallel with the existing process. If the agent's draft gets partners to first submission faster than the current workflow, scale it up. If not, you have spent 3 weeks figuring that out instead of 3 quarters.
That is usually worth the exercise.
